Detention-Based Services

Successful rehabilitation leads to safer communities. Since 2005, Restart Center has provided rehabilitation services inside places of detention, grounded in the United Nations Standard Minimum Rules for the Treatment of Prisoners, the Nelson Mandela Rules.

Objectives

Target Groups

Since people in prison retain their human rights and fundamental freedoms, Restart provides rehabilitation services to all inmates, with special focus on vulnerable persons such as survivors of torture, inmates with mental health disorders, those vulnerable to radicalization, and refugees.

Individual Assessments & Screening

Assessments administered at baseline, follow-up, and end of treatment to track improvement:

  • Risk Assessment for Radicalization into Violent Extremism
  • Harvard Trauma Questionnaire & Hopkins Symptom Checklists for Anxiety and Depression
  • Nursing, medical, and psychiatric assessments
  • Somatization, stress, and pain assessment
  • Legal, individual social, and family social assessments

Rehabilitation Services

Services provided inside prison and at Restart Center premises to prepare offenders for successful reintegration after release:

  • Social intervention (individual and family)
  • Psychological intervention to address causes of criminal behavior
  • Psychiatric services and physiotherapy
  • Medical services and provision of core relief items
  • Legal services and awareness-raising
  • Educational, recreational, and vocational programs
  • Faith-based interventions

Infrastructural Work & Living Conditions

  • Establishment of medical isolation rooms in Kobbe prison
  • Establishment of a dental clinic, sewing factory, water treatment plant, and library
  • Provision of industrial washing machines and dryers
  • Installation of sterilizing booths at multiple prisons across North Lebanon
  • Provision of PPE, hygiene kits, and phone tele-cards for inmates
  • Renovation of cells: electricity, sanitation, sewage, ventilation, lighting, and ceiling treatment

Health Monitoring System

Health monitoring tools developed to enhance data management in prisons, improving prisoner access to care, reducing the spread of communicable diseases, and improving health system efficiency.

Capacity Building for Law Enforcement

  • Investigative interviewing for criminal cases
  • UN basic principles on the role of lawyers, the Istanbul Protocol, and tools for detecting and reporting torture cases
